AFAIK it's normal for the weight to be biased towards the front. It goes closer to 50/50 with the rider mounted.
I'm guessing you have stock shock? That would explain why bounces around.
The nuts should be on opposite sides. See these photos from the service manual. (and if I remember correctly mine came from the factory with nuts next to each other. Seems like a common assembly defect).

Had to use grinder to make it fit. Even with a lot heat it still required a ton of torque. The wrench allows you to extend it with a breaker bar which I did.
These two are spacers between the frame and the rearset on the brake side.
This attaches to the brake lever so that push rod is aligned with the master cylinder mounts.
