assume

My wife bought me a fender eliminator and I went to install it before. It looks like there are 4 nickel sized plates tack welded over what I assume to be the bolts for the OEM fender. Short of drilling these out, any other suggestions? I will worry about wiring next....

Just wondering if anyone else has a lot of inspection tags and marks on their bikes. I have a ton of small Qc tags with initials and some OK stickers. Also it looks like damn near every nut and bolt has a mark on it where torque was checked I assume. As well as a few initials marked with a paint...
