What exactly is meant by this idea that small bikes were better years ago? Were small bikes more powerful at one time because they were more popular, so manufacturers put more time and design into them? Something to do with 2 strokes?

Was relating to a previous article relating to comparing the RC to the likes of two stroke 250s (RGV, KR1 etc) and the 400s (VFR etc).
