crack

I was doing some work on the bike which involved stripping everything off. I noticed something didn't look right with the left-hand seat-mount tab on the frame. On closer inspection it had cracked through the small hole and along the weld-seam for the nut/thread...broken rather than cracked...

Any clue what this is or the cause of the crack. 2200 miles. Smells almost of gas. Looks to be attached to the snorkel going into the throttle body. When I first saw it the area around the crack was visibly wet and the liquid smelled like gas. Is this just the liquid drain area for the gas...
