Bike is bogging and stuttering down when given throttle, when I give throttle the response seems delayed as well.

This is the first time I've had any issue with my bike and today while riding my bike started to bog and stutter half way through my ride any time I gave it throttle it didn't really do anything it would get louder but I wasn't going any faster. It was really noticeable if I was maintaining say 40mph then gave it throttle it would just bog and not speed up at all.

No engine lights, no weird smells, bike starts fine, rolls fine, has plenty of gas... not really sure what the issue is if you guys could give me any advice I'd appreciate it

Went to start the bike up again in the garage, went I flip the power on the fuel pump makes a weird noise like air is being sucked in. Also had a hard time starting the bike even after it finally started it bogged out until it finally stalled.

Is this a fuel pump issue? Or a fuel filter issue?
