Chain Slack

I have about 400 miles on my 2017 RC 390 and the chain is very loose and lower part of the chain touches swingarm if I move it; it was like this from the day one. Is it normal, if not how much slack it should have?

Do you mean it touches the chain guide at the swingarm pivot or does it touch it on top between the between the sprockets?

I meant that the lower half of the chain touches the swingarm if I push it.

How much does it move before it touches it?

I don’t know how hard you push your bike. But my rule of thumb is give as much slack without skipping a tooth. Touching the swingarm isn’t in and of itself an issue.
